Question / Help trying to finally stream without dropping frames and lag

I figured I should not post this in problems and bugs since I am not having errors or crashing with obs and it's more of a streaming issue post so I was not sure maybe someone can help...I just did some speed test's at testmy.net and I have link's to two result's here is the first one and here is the second one ...i've tried setting the max bitrate and buffer size to the same thing when I set them the last setting was 530 for max bitrate and buffer size in obs...the quality is set to 5 and audio is set to aac,128 bitrate,44.1khz...the stream to http://www.twitch.tv lagged and the audio and video were behind so I figured it was time for help...I have streamed before even though it was a while back on justin.tv I used justin's default option's instead of xsplit to stream black ops and the speed of the stream was good so I should be able to stream thing's...I usually try to stream from ps2,ps3,and capture video's on my pc using manycam as the video capture device in obs based on the two result's from testmy.net of upload speed's what should I set the max bitrate and buffer size as to end the lag?

thank's for the link I went to the estimator and I chose intel core duo series I have a dual core cpu made by intel,I chose nvidia 560 and ati radeon 6600 setting or higher because I have a nvideo geforce 9800gt gpu,I chose the high motion setting since I am playing ps2 and ps3 game's and hope the recommended setting estimator give's will work for cpu screen streaming as well,my kbps was 578 and i'm using 640 x 480 or 800 x 600 or similar...the results I got were
CPU Advice

Set downscale to 480p or similar low resolution
Set FPS to 25
Consider using superfast preset if you experience high CPU usage (not recommended)
Game Advice

Set quality to 5 or 6
Lowering your quality will improve areas of fast motion
Use game capture if possible for maximum performance.
Use window capture with Aero enabled if game capture is unavailable.
Network Advice

Due to your low upload speed, aim for a low resolution such as 480p
Considering lowering your buffer size and/or bitrate if you experience in-game latency
Recommended max bitrate: 492
Recommended buffer size: 295

I have not tried without setting the bitrate and buffer size exactly the same but with the recommendation from estimator it might be just what I need I will try now

remember, if you use the recommended max bitrate it gives you, make sure to subtract your audio bitrate from that to get what you should use for max video bitrate otherwise it may end up dropping frames

ok I did forget to subtract the audio bitrate from the max bitrate to get what I shoud use and clicked preview stream and the speed of the stream was already better...before posting this I subtracted the audio bitrate from the max which gave me 364 max bitrate and 295 buffer size stayed the same..I clicked preview stream and the stream's speed is great it's at 25 fps it drops to 24 for a bit then back to 25 and atleast nine mintues of no dropped frames so far..I clicked start streaming and that result was alot better than 1000+ dropped frames and video and audio not in sync and the fps was at 25 as well with no dropped frames it look's like it's going to work and I plan trying out obs estimator when I need recommendations for streaming thanks
