Question / Help Trouble streaming with OBS (Sometimes)

Alright, so this is pretty weird for me. I am streaming with a bitrate of 2500. Sometimes, the streaming goes perfectly fine, with no dropped frames at all, sometimes it gets stuck around 700kb/s and drops every single frame. This made me think of a possible throttling from my ISP, but the other thing is, I can stream from my PS4's integrated feature with Best[HD] quality (720p) without any issues, even though my PC seems to get stuck around 700kb/s. As I said, this only happens sometimes and Im all out of ideas why this can be happening.

I got 6Mbps upload speed, I am connected to the most optimal server for me, which is Frankfurt at the moment, my PS4 can stream 720p without any single issue and I know my PC can handle it, since it can stream with 2500 bitrate just fine, without any dropped frames when not stuck around 700kb/s.

PS4 might not necessarily report any skipped frames if there are any plus it might drop stream quality here or there which isn't noticeable if it's only for a short duration. Also ISP's proxy/relay server connection can have hiccups now and then. Are you connected to your modem wirelessly? Are there other inet users on your network?

I would suggest trying different servers first. Also sometimes Twitch is being a stubborn biatch to non-parthners which can't be helped (high traffic).

No I am connected via cable. And even though PS4 would drop stream quality in an unnoticable way, it wouldn't be able to stream in 720p if the whole network is capped at 700kb/s. As I said, I always try my PS4 with 720p after my stream with OBS gets capped around 700kb/s and the 720p stream from PS4 works always fine.
 
I'm not too familiar with how exactly PS4 streams, but I'd imagine it is using VBR which doesn't need high traffic all the time (for example with VBR enabled I stream with OBS at ~400-700 kb/s if still picture or slow movement and spiking at ~1400 kb/s when lots of movement).

Aside from trying different servers, try enabling VBR (uncheck Use CBR) and try quality 8 for example (quality 10 = games like Heartstone, 6-8 = FPS games). And again play with different bitrate settings 2200-3500. It took me days of testing different setting to find ones that work for my setup.

Also try scene buffering time 500 and keyframe interval 2.
