Question / Help Trouble Streaming With Elgato HD60

Alright let me walk you through everything I've tried

Problem: when I tried to have OBS STUDIO and Elgato open at the same time i got the Device is in use by another application message.

what I've tried so far: I tried closing elgato and just running OBS studio but the TV screen goes black and obs says no signal

Restarted the computer, same result

Tried it with OBS Clasic Same result

Downloaded the most recent version of Elgato Game capture same result

An Update, unplugging and plugging the usb makes the picture on the TV come back (I was doing that by closing obs studio and opening elgato game capture) then OBS stdio says one moment please forever. also I had the av cable for the PlayStation 3 also plugged which apparently does not interfere with the ps4. however unplugging that doesn't seem to have solved the problem.

I FIXED MY PROBLEM, for anyone in the future having this problem take note. step 1 right click on your capture cards source, step 2 click properties, step 3 click configure video, step 4 make sure your input decie is set to the right console.
