Question / Help Trouble Streaming League of Legends

Hello everyone,

I am very new to streaming and I do not have great amount of technical knowledge to help troubleshoot my issues myself so I though I would turn to the forums for help.

Currently, I am trying to stream League of Legends on Twitch using the 64 bit OBS software. Every time I preview the stream, it looks fine, but the moment I start streaming I drop frames like crazy and the stream is unwatchable because of the video lag. Apparently the audio comes out fine but the video is extremely choppy. I am also dropping frames constantly, roughly 3000 dropped frames in 3 minutes.

I have tried several things in order to fix the problem such as:
- Lowering and raising the max bitrate and buffer size;
- Changing the server I was uploading to;
- Reducing the resolution;
- Changing the x264 CPU Preset; and several other things.

After checking the log, which I will post, there were several issues with my webcams audio timestamp (not sure what this means) and then after I turned off the webcam I was getting issues with Stalling. My ISP give me 59Mbps download speed and 9.83 Mbps Upload speed so I wouldn't think there is an issue with my internet but when I would stream it looked like the stream was capping me at 1 Mbps upload speed but not when I simply previewed the stream.
