Trouble Shooting Guide

I was going fine with using a "video capture device", and then out of the blue, I can't add any Video Capture Device at all. I click on the VCD in the Scene I am using to select the camera, and all I get is a Gray Pop Up screen that has "Defaults" in the bottom left corner, and "OK" and "Cancel" in the bottom right corner. Then all I can do from there is "Close Program" and start over. Does this sound like a familiar problem?

Is there a Trouble Shooting Guide or video something. I had high hopes for using OBS, it seemed to be what I was looking for, but the past two months seems like I spent more time and money trying to figure out different brick walls I have been running into.

OK, I have tried quite a few of the TS Guides on Youtube, but this may make it clearer. The error message says, "Properties for Video Capture Device (Not Responding". Then I have to shut my OBS down to get out of the screen.

OK, I am kind of narrowing it down after three days. I seem to only be able to use the "Integrated" Web Cam. (Which I do not want to use). Once I plug an alternative Camera in the USB Port, I get that blank screen that says, "Properties for Video Capture Device (Not Responding".

So is there something in some settings that deals with properties for a Video Capture Device? Can't find it if there is.

Do you have the webcam working outside of OBS? ie, clean boot of OS, turn off unnecessary background processes, plug in webcam, use WinOS native tool to check video input?
Have you dealt with OS security permissions for the camera? made sure using good (not necessarily latest) drivers for camera? etc
