Question / Help Tried to stream for the past 3 days. dropping exactly 20% frames

I've been attempting to stream all week and I didn't have this issue before these 3 days. I tried both WiFi and Ethernet. My connection is stable. I do speedtests on the regular. I even tried to change my server on twitch. For some reason It just consistently drops 20% of my frames. It will be good for a minute and then boom it will go back to 20% for a second then back again. Almost like its set to do that. I don't understand how to fix it please help lmao.

from the test you should be able to stream with your selected bitrate, idk what is wrong here.

That's what I'm trying to find out. I don't understand why I'm dropping so many frames for literally no reason what so ever.
