Question / Help Translating ShadowPlay to OBS?

I have recently been trying to get the best stream quality from OBS and have been having a lot of trouble balancing quality with bitrate so that the stream both looks good, and my ping doesn't skyrocket. I tried out nVidia's shadowplay feature today and it streams perfectly! But the lack of customization and user interface is very disappointing. I was wondering if someone knows how to almost translate the settings I'm using there to OBS ones because I would like to use that instead.
On shadowplay I have my quality set to Custom, streaming at 720p 30fps at a 3000kbps bitrate.
What CPU preset should I use to recreate this? (along with CBR?, filter, process priority, encoding profile, etc.)
Is there a custom x264 setting I could use to help?

Yes, I can't seem to recreate it that way either.

Encoding tab:
Nvidia NVENC
Use CBR, Max bitrate 3500
Codec AAC, Format 48kHZ, Bitrate 160.
Video Tab:
FPS 30, Custom Resolution, 1280x720.
