Question / Help Transcoding and Autostart

I just started using OBS Studio. I have two questions.

1. I am using this software to stream a live video from my AXIS camera to YouTube. I like camstreamer and it works great does not use any resources at all but they want $299. My question is why does OBS use so much resources, is there a way to turn off the transcoder, I just want the stream to go from the camera to YouTube Live. I dont need it to transcode YouTube will provide that. I cant have my CPU always at 70%

2. I am running this on a Windows 2016 Server. Is there a way to have OBS and the stream auto start when and if the server is rebooted.

1. OBS is not the right tool for that job. It is designed to always encode the output.

Ok, thank you. Do you know of any other free tool that will take the stream from and AXIS camera to YouTube? I dont need it to transode, YouTube will do that.
