Totally unstable Bitrate

Okay fellas so I've been streaming a wide variety games since may on twitch and I always used the same configs.

1920X1080 30fps with 6000Kbps

I always use a game capture card so the pc itself is usually running OBS, spotify and maybe a browser.

I have around 250MB of upload and I never had any problems in maintaining a stable bitrate.The only problems I had was during days that the connection was bad because of third party reasons but this changed until last week.

I haven't touched anything but I updated OBS to the latest version available and then my bit rate started oscilating a lot...not only that but now it can BARELY reach 4k in it's peaks.

This is causing buffering and in a lot of moments a huge lost in image quality.

I tried reverting obs to the previous update but the problem persists.

My internet seems to be working properly since I've done a lot of speed tests and haven't found anything wrong with it and haven't felt like it was unstable or slow in this last week.

I have the dynamic bit rate change activated cause otherwise the amount of dropped frames is absurd since I have a pretty shitty processor...

In all honesty 28.0.3 needs more work and personally I don't understand why it was released in the state it was.

I'd suggest rolling back to 27.2.4

You can export your profile / scene selection to import into the rolled back version if required.

Speed tests are highly optimistic, and report best case scenario (dropping intermittent low results)
BUT livestreaming will function based on lowest actual rate... and ISPs optimize for the 90+% of traffic (downstream to customer, not uploads). And most upload traffic is NOT latency and jitter sensitive (while livestreaming and video conferences are)

The issue is that most folks aren't doing real-time monitoring of their own PC, much less their LAN & WAN connection. And then there is always the possibility that your ISP is having an issue [typical speed tests won't show all the kinds of problems a livestreamer may encounter].
