probably yes, insist to speak with most tech guys you can. these ppl picking up phone have no idea about anything
yeap i know they are the 1rst line of defence. Ppl without degree and just a seminar on how to talk to the phone

UPDATE: I am in calls with my ISP the last couple of days. Thank god i found a technician who knew about Twitch and streaming and he really wanted to help with my situation. He told me that technicians found no problem on routing from their end.
They will send me a new router this tuesday (even though it's prolly not gonna help since my internet is beast anywhere else except twitch ingest servers)
When i get the router ill try switch my IP to IPv6.
Also they told me to wait a response from Twitch (since their OP support takes weeks to respond)
Also! I managed to stream with low latency factor disabled. and activated "minimize network impact" in OBS legacy. The green bar seemed more stable and 0 frames dropped, even though my ping in League of legends went up by 20-25 ms which is kinda unplayable for a competitive game.
My conclusion is that Twitch is giving low follower/non partner/new accounts worse routing to their ingest servers. I can really see twitch doing that and has been known for shady stuff. Im 100% convinced that the problem is on their end.
Will try to stream from my main Twitch account which has 4.2K Followers and see if routing is still bad

I can say you that most people currently suffer from twitch problems, even partners with 500k followers drop 20% to most twitch servers from europe. Some of the big ones from europe weren't able to proper stream till they switched to some asian ingest server where the ping is 350 ms. Maybe they will fix it maybe not, this problems are known for over a month now and the problems are still there. Currently the only option is to switch through all servers till you found one where you don't drop frames, or change to a other service like hitbox.tv or youtube gaming.
