Question / Help To slow encoding

Hello, before re-installing my windows i broadcast normally without lags. After re-installing im having a problem. When i stream a game bottom of the program is written "too slow encoding". Whats the problem? I have stable FPS, but my stream is lagging! My audience see lags too. Is it a driver problem or something else?

This is the important bit:

22:36:55: Total frames encoded: 1714, total frames duplicated: 363 (21.18%)
22:36:55: Number of frames skipped due to encoder lag: 319 (18.61%)
22:36:55: Total frames rendered: 1393, number of late frames: 25 (1.79%) (it's okay for some frames to be late)

Your CPU is very old/weak and it's not able to keep up with your chosen settings. You really will need to downscale quite a bit more, maybe even change the preset to Superfast.

Just a note, this version of OBS actually performs better than older versions, the only real difference now is that a warning pops up if your system is struggling. That warning is new as of version 0.571b.
