The Youtube stream looks blurry/pixelated no matter what setting I use for 1080p stream OBS

Hi everyone,
In a few weeks recently I encounter an issue with my stream or OBS.
I tried many different OBS settings, downscaling from 1080p to 720p, lower fps to 30, changing the encoder from AMD HEVC to x264, I even buy an Nvidia graphic card to use NVENC HEVC, CQP 17-20, and CBR 8000/12000/20000/40000 bitrate,... nothing worked. The video always becomes blurry when I'm moving in the game.
I'm using a 144hz monitor but I set OBS to only stream/record at 60fps, in case that is the cause of the issue.

This is normal as YouTube will always recompress the video. Send as high of a bitrate as possible to minimize re-compression loss.

You just need to make sure that your stream is processed by YouTube's VP9 codec.
Try using my settings from the post.
It's too hard to explain. It just works.
