The Witcher 3 lag issues

Hello!
So I tried streaming The Witcher 3 today on Twitch, to my surprise the entire game was super laggy. I switched to Valorant after 20 minutes in and everything went smooth.
I played Star Wars Jedi Fallen Order last week and not a single problem, same with Valorant or anything really.
I run a Ryzen 3800x, Asus 2070 super, ddr4 3200 16gb RAM. Bitrate was set to 2500 and the output was 720/60. OBs recommended me to go for 6k bitrate and HD but you know how Twitch doesn't give much encoding options at the start, so I decided to downgrade.
Any ideas as to why The Witcher would cuz such problem? Do I blame Steam?

Turn off "rescale output" in your output settings -- you are forcing old nvenc, which is placing a massive bandwidth load on your PCIe lanes, which might explain the problem running witcher 3.

Also, run OBS as admin.
