Check to see if there is a BIOS update for your mobo.
I read the whole topic. But I did not understand how to fix it (. X264 tried it, there is no difference (.
Yes PCI-E x 16 3.0
Everything is new, except for gtx 1060. Bios and drivers are the latest. On the previous computer, the problems were the same. I still thought there was not enough power, but now I see the same problems on the new hardware (.

So you had the same problems on your old PC too.....

What components have been re-used from the old PC? GTX-1060

As far as know conflicts, close, disable or just flat out uninstall them.

Video card and monitor. The rest is all new.
I tried 48000 - it didn't help (
I made a game in the window and in the preview window it periodically jerks like in a video, even without recording and without broadcasting (

Yeah, changing the audio bit-rate wasn't going to help, it was just to get your audio set up properly.

You mentioned earlier that you thought it may be the monitor, put your theory to test, swap it out & see if it clears up.

Did you clean out your GPU before it was installed in the new PC? They get caked with dust over time, it may be running hot & getting throttled. I clean out my PC with compressed air roughly every 6 months. Just be careful when cleaning out any fans, don't let them spin too fast, you could damage the bearings.

My computer is in excellent condition.
I am inclined to the theory that a monitor with VSINK enabled operates in 59-61 fps mode, and OBS operates at exactly 60 fps. And because of this, jerks appear.
Here is a friend's stream on gtx 1080 60fps. The same problem. Time referenced link
I wrote earlier, if you create a custom resolution on the monitor 1920x1080 59,000 fps and set 59 fps in the obs when recording. Then everything is perfectly smooth on the recording, but such a recording on YouTube cannot be used, there you need exactly 60. Otherwise, there will be jerks exactly in time on YouTube.

I run (3) monitors all 1080p @ 60FPS with my GTX-1660 Super. I have vsync set at Use the 3D Application Setting, I also have Preferred Refresh Rate set to Application Controlled & locked in on my Asus VG236 monitor (Main). I have absolutely no stuttering at all & I run (2) 1080p streams & a 1080p H265 Recording simultaneously, all encoding on the GPU.

Check your Advanced Display settings in Windows too.

I'm not sure, it may be a setting that isn't available on the older GPU's or possibly the driver. I'm currently using the latest Studio driver (456.38).

Thanks for trying the help. But nothing helps. I'm waiting for other solutions to the problem.

YW!

Since you were having this same exact issue with your old PC, I suspect your GPU is the problem or it's something in your settings. Personally my next step would be to blow everything up & start from scratch.

I can't afford to blow it up))). I want rtx 3070, but so far there is a shortage (. In the meantime, we need to understand the reason for the friezes in the obs on a preview, even without recording.

I found a solution to the problem myself)

If you have the same problem, fix exactly 60 fps in the nvidia panel and it is forbidden to use the low latency mode!
