First I want to apologize for my English. My problem is that when I have over 60FPS in the game, the stream sometimes looks like 30fps. This happens about every two minutes for a few seconds and then everything goes back to normal.And it repeats then. I tried everything I found on the internet but nothing worked. I only use game capture and the GPU and CPU go at about 50%. The temperatures are also fine. I also reinstalled the GPU drivers. Could it be that I'm not a twitch partner? Or should I reinstall windows as well?

CPU:Amd ryzen 5 2600
GPU:GTX 1070 8GB
RAM:16GB
SSD:250GB
Setting in OBS:
Base resolution:1280x720
Output resolution:1280x720
Downscale filter:Bilinear
FPS:60
Encoder:NVIDIA NVENC H.264 (new)
