Question / Help The right settings?

I tried to do a test stream and I get this freezing / stutter every few seconds, tried changing the Max Bitrate and the x264 CPU Preset but It didn't really change anything.

PC specs:

OS: Windows 10 64 bit
CPU: i5 6500 3.2GHz
GPU: GTX 960
RAM: 8GB

My current OBS settings:

Encoding > Video Encoding:
Encoder: x264
Max Bitrate (kb/s): 2300

Video:
Video Adapter: NVIDIA GeForce GTX 960
Base Resolution > Custom: 1280 x 720
FPS: 60

Advanced > Video:
x264 CPU Preset: Superfast
