The relationship between Twitch's video quality options and encoders

I've used NVENC or QSV for encoding while streaming on Twitch. However, whether streaming from my primary computer using NVENC or encoding and streaming separately from a second computer using QSV, Twitch always displays only the "source" quality option.

How should I approach troubleshooting this issue?

Transcodes aren't guaranteed, they are allocated to channels based on number of viewers and partnership status.
