Most likely this means that your GPU does not have HARDWARE DX10 support. There's both a software package, and a hardware instruction set for DirectX 10, and OBS requires the full DX10 hardware instruction set be supported by your GPU to work. If you have a very old, or integrated GPU, this is most likely the case.
