Terrible Recording Quality - Low in game settings with Decent PC Specs

Cracking up a bit here, tried almost everything I can find online.

I have a ryzen 2700x with an RTX2080

I've tried to run Prey on the lowest in game settings ann it makes no difference to the quality of the recordings, which all appear to be 10-20 fps and pixelated/choppy as hell.

Just to add, I'm aiming for 1080p @60FPS
