Question / Help Terrible FPS stream/recording or just idle

Not even sure whats going on, haven't played with too many games but I'm trying to stream The Witcher 3 but OBS is encoding at terrible FPS although the game runs perfect regardless of settings, there no high CPU usage of any sort it just seems like OBS isn't playing well with The Witcher 3 and I really wanted to stream it since I just bought it. I've tried Window Capture, Game Capture, changing the output from 1080p to 720p. Nothing seems to help, Currently on Windows 10 post-Creator's Update on OBS 19.0.2 with Game Mode disabled and everything. Not sure what is going on.
