Taskbar at the top of the screen not appearing?

So I've been using OBS to edit some videos for a while now. Today I learnt about the mode transition and went to download it. However, it kept saying it downloaded but didn't appear when I checked, no matter how many times I rebooted OBS. So I tried to manually install it and to do that, I need to go to "view" on the taskbar. But the problem is I don't even have a taskbar. I'm not sure if this is just a laptop problem since I'm using one and when I searched it up I found a few other laptop users struggling with something similar. Anyway, I need help trying to fix it. The View option should be in the top-left. If you don't see it, post a screenshot.
