Question / Help Taking too Long to Encode

When using my elgato with my ps4 and OBS it all of a sudden started to say skipping frames and taking too long to encode. I have read both threads about this and tried lowering FPS, bitrate, and others things that they listed. I had previously streamed on my Xbox 360 using the same setup and never ran into this problem. When i control+alt+delete while streaming it still only says im using like 35% of my CPU and everything else looks minimal. Any help would be appreciated, i am rather new when it comes to terminology and things of that sort so i apologize in advance

If it matters i have an Intel(R) Core(TM) i5-3210M CPU @ 2.5GGHZ with 12GB of ram

This is how, it's on the sticky threads at the top of the forum.

Probably just have the settings a bit too high I'm guessing. Though not entirely sure without one.
