Sync offset not working for network stream

My video which is coming from a network stream http://192.168.1.102:8080/video needs to be delayed to be synced with the audio source (http://192.168.1.102:8080/audio.wav) but i can't seem to delay the video at all. If i use some other source like desktop audio and delay that (audio) the sync offset setting works. But the network source video or audio don't get affected by sync offset setting. Why could that be happening?

Ok my problem is different. i was trying to add an sync offset to the audio in the video only stream. The video stream does not have any audio. What i need to do is add a negative sync offset to the audio stream but the negative offset won't go beyond -950 for some reason.
