Question / Help Super Laggy Stream the last 2 weeks

Hi so ive been streaming for the past 6+ months and have been fine. 2 weeks ago I started experiencing extreme and consistent stuttering. My stream is fine and I tried lowering my bitrate but it didnt fix the issue (helped some however). I am unsure as to what the issue would be and am wondering if its a windows update issue
