There's some solutions to make this possible without opening two OBS instances (like explained on this guide: viewtopic.php?f=18&t=10977) but after I tried it, I have few issues (like frame drops) and nginx-rtmp lacks of details/statistics about framedrops.
The best would be to implement inside OBS something so we could encode one, and stream on two or more locations. Not a system like XSplit that allows you to stream on two locations but encode the stream twice too.
