TCPRelay is used as a 3rd party software for XSplit to fix anybody that has issues with dropped frames. Using TCPRelay in combination with OBS v.448a I fix all dropped frames and my cast has like a 2 second delay from what I see to what they see. It seriously is fast and I think you should contact the creator of TCPRelay and see if you can incorporate it into OBS. I think this would really set you apart from XSplit big time if you could fix the delay and have no dropped frames. something that XSplit fails at.

As far as I know Setting "Use send buffer" to 32K is exactly the same as what TCPRelay does.

Code has changed but I'm pretty sure that's how it is.

Use Send Buffer in OBS is a placeholder.

Yes, check the code if you like. It's just an empty placeholder now, buffering is always used to an internal data buffer for the network code.
So you can't really change it.

This program is unnecessary with OBS.
