Question / Help Sudden Laggy stream despite of low cpu, constant bit rate and frame rate

Am streaming in Facebook and this happened all of a sudden and am clueless.
Stream settings
- 720p
- 4500 bit rate
- 60 fps

Obs Dashboard
- avg 3.5% CPU usage
- Constant 60 fps
- 0% Dropped frames

Facebook Dashboard
- avg 2.9 mbps bit rate
- Constant 60 fps
- No error in event log

But when I view the actual video , it was absolutely laggy. Terrible stuttering , lag and its clearly not an 60 FPS video. Am completely clueless as everything looks fine.

Windows is out of date and game mode is on. Look at the information in the link below, then test again and upload another log.

I am not sure you can restore to an earlier date after updating Windows but if you can, try restoring to a date before the issue started.
Sounds like an update that conflicted with your system/OBS.

New log needs to have a complete output session in it; performance data gets written at the end.

Did this problem start with 23.1, or was 23.1 fine for awhile, and then the problem occurred?

If that were so, they'd still have to update to the latest and turn off game mode-- that one setting causes so many problems that it's difficult to accurately troubleshoot until that is addressed, so just downgrading alone isn't really a great solution.

I have not done any update to windows before posting here.
If I remember correctly, my output was very blurred with NVENC, so I tried to stream with x264. There started the problem . After that I even fully reinstalled obs clearing all data.Nothing made a difference. I even tried to stream with 480p and 2500 bitrate. Stream is very very laggy.

I uninstalled the updates I did yesterday. And my last update to windows was on the month of April. No updates in between

Attaching new log file

OK OK OK !!! I found it. So this is the case
My usual routine
- Open obs - Open game - Come back to obs to make sure its fine - back to game and keep gaming - finally at the end come back to OBS to finish the stream. Smooth !!
What happened yesterday is ,I had to minimize the game window in the middle (for some reason). When I saw the OBS screen , it was super laggy. So I checked facebook streaming window. It was same laggy as hell. The rest is history as you know, am here in.

So the problem is, when you are inside the game, the stream is ULTRA smooth. But if you minimize the game and put OBS in fore-ground, it spoils the preview as well as the actual stream. This may be due to a weaker hardware

Thanks a lot for the support and sorry if I wasted you time. Now I have to reinstall all those windows updates SOB SOB
