Question / Help Sudden Frame Drops [UNSOLVED]

So I've been streaming just fine for a few months now and all of a sudden tonight I started getting insane amounts of dropped frames. I tried switching settings around, which had previously worked fine, and it had no effect. I even tried switching servers and there was no positive effect. What is the problem and what can I do to fix it?
 
Not all of the steps at that link are meant to fix the problem, some are there to help diagnose it elsewhere. Could you post the results you got for each step?

Try changing servers: Nothing Changed
Try lowering bitrate: Still the same problem persists
Don't stream over wireless: I wired it and nothing changed
Try another streaming service: I tried hitbox, it still lagged.
Check for throttling: I'm on a home network, but I didn't check for this as I do not know how.
Check your firewall / router / antivirus / network software: It isn't my antivirus because I disabled it to test and there was no change, but I don't exactly know how to check the firewall/network software.
Speed tests are a very rough estimate: My speed test comes to 60 up, 11.7 Down.
Update Network Adapter Driver: No change.
Bad router or bad networking hardware: My router is an Asus RT- AC68U wireless-ac1900 dual band and relatively new. It does not appear to be this as there was no change in performance with the modem only.
