Sudden Encoder Overload Issues While Streaming/Recording

Recently within the past week I've been having encoder overloading issues all of a sudden while trying to stream and record Project Zomboid on my PC. At first the issues would pop up after 4 hours of streaming/recording but now it's gotten worse and pops up within 10 minutes. For some reason it seems my GPU gets maxed out at 100% even if I close PZ and just let OBS run. It seems alright if I just stream and play PZ or just record and play PZ, can't seem to do both and play PZ anymore. My HDD also isn't close to being full as I have about 850GBs free.

I tried testing what would happen while streaming with my capture card and Series X and didn't seem to have issues during that quick test. Have updated my graphic drivers and that didn't help. Also updated OBS to see if that would fix it but didn't help. I wouldn't think my settings are anything crazy and my PC should be able to handle streaming/recording something rather simple like PZ.

I'm at a complete lose as to what the issue could be.

CPU : AMD Ryzen 5 5600X 6-Core Processor 3.70 GHz
GPU : AMD Radeon RX 580
RAM : 32GBs
OS : Windows 10

No, the exact opposite You are basically compressing your stream So, compressing it into more bits is less stressful computationally
Not sure how you didn't have issues as 4000bps is under the recommended rate on most streaming services

Having it be 5000kbps didn't improve the issues with the encoding overloading while streaming/recording.

To work around the issues since I don't understand why my GPU is struggling with it I set recording to encode with x264 instead of AMD HW H.264. Not as ideal as I'd like but it'll have to do.

Lower bitrate causing compression stress is not something I've heard of nor experienced while streaming for ten year. Have had friends that streamed at 2000kbps since going higher would stress their computer or internet. I think years ago I'd stream at 3000kbps without issues.
 
Doh, I just noticed in your log that our displays are refreshing at 59hz (FPS) and you are streaming at 60FPS Try setting your stream to 59 FPS
 
Can someone continue this I have also been having the same problem with my rx 580... I really want this issue to be fixed
