Sudden drop in bit rate

I have an internet with 400 Mbps download and 200 Mbps upload, and I always transmitted at 6000 Kbps. But as of yesterday my bit rate is below 4000 Kbps and wobbling. I've already performed tests and it's not my internet, I re-installed the OBS and it didn't solve it either.
 
I had this for ages and it turned out it was my internet provider not liking RMTP signals from Windows Computers. Imac and Macbook were fine. Only way to tell was to move my Windows laptop to someone else's house and test from there.

There's a small corner of the internet where this is discussed in a microsoft forum and nobody had any answers. In the end changing ISP did it - even though I was swearing blind it defo wasn't the internet. It's possible that by now your Intel ethernet/wifi drivers need an update and maybe it was an intel issue all along that got fixed. Mine plighted me for months until I fixed it a year ago.
