Question / Help Sudden Connectivity Death Only in OBS

This just started happening 3 days ago with a year of no issues streaming to Twitch.

After starting a stream, after anywhere from 30-60 minutes, OBS goes from constant 2500+ kbs to 0-1000 completely erratically to where you can hear the stream on the channel but the visuals plummet to 1-5fps for the end user.

Locally, 60 FPS is maintained. No settings have changed. Log is attached.

This rest of my network is up throughout all the spiking, even Nightbot kept playing songs without interruption.

That's what that confirms? Despite nothing else on my network being interrupted or slow?

I will contact them, I'm just confused as to how that's a dead giveaway that its at the ISP level when so far what I'm seeing in real time might indicate the device streaming is the issue.
