Here is a link to my video to see what I am talking about: https://youtu.be/m_-XnIvQ-Gw

It first occurs at about 1:07, and this is when there is literally nothing taxing going on. It happens very randomly and unexpected. Thanks for watching and for any help that you have.

I didn't really notice anything in the video or log. Are you sure the game itself did not stutter at that point?

You have to really pay close attention to notice it. I am absolutely positive that my game ran smoothly the entire time I was recording. To rule out it being an OBS issue, I tried using XSplit and the same thing occurred. I also tried another game and the same exact thing happened. I understand it is subtle, but I don't see it happening on other people's streams. So I know this is not normal.

It looks like you mean the issue of pixelation/blur when the scene shifted as you moved cameras.
Well you are trying to live stream right? Other people might have different computer setups than you. If you want better quality you can try lanczos filter or overclocking your cpu with watercooling setup or using a stronger preset like fast. But in live streaming this is mostly normal even with the best setups due to the drastic shift in scene changes especially with foliage.

I use these settings for a local recording to test for streaming, as this same thing happens during my streams. I will try your settings and see what happens.

Ah, well those settings (which are actually the indistinguishable quality preset from Simple mode) will not work for streaming.
