Question / Help Stuttering while streaming

Hello!

Im have a new Computer with following specs.

AMD Ryzen 5 3600 6x 3.60GHz
8GB KFA2 GeForce RTX 2060 SUPER EX [1-Click OC]
MSI B450 TOMAHAWK MAX AM4
16GB (2x 8192MB) G.Skill RipJaws V DDR4-3200 DIMM CL16-18-18-38 Dual Kit

Tried some games out and ingame i dont have any problems with lags or stuttering but in preview and output at twitch.

Last try was Gears 5 all best settings to show how is the stuttering.

My main monitor is 60hz and second "59" setted in nvidia to 60hz but windows still show "59hz" its and older monitor but this wont be the issue of stuttering because 1hz or?
Gamebar is off and Gamemode is on because i heared its better to stream?


Maybe someone can help me?

Setted at nvidia config max framerate to 60 global and tried out slobs with 6000kbs not 4000 at normal obs.

Maybe im fixed but dont know what would you community say? Need to check out more games and longer gameplays but if you still have fixes for me, shoot them out!
