Skipped frames detected

The video encoder is unable to encode your frames in realtime, causing skipped frames (the video output will appear frozen). This is often caused by running at too high of a resolution / FPS combination for your CPU. Try lowering your resolution and/or FPS. If you have changed the x264 preset, put it back to default (veryfast).

Late frames detected

18.73% of your frames are late. This means the frames are being generated later than they were needed, causing your stream FPS to drop. Late frames are often caused by slow sources such as monitor capture, slow video capture devices or by trying to run your stream at too high of a resolution / FPS.

If you are using a webcam, try to lower the resolution of it. If you are using monitor capture, try switching to game source or window capture. If you must use monitor capture, ensure Aero is disabled.

You can also try lowering the resolution or FPS of your stream if you have an older CPU.

I'am using OBS Studio, but still got some stutter at 60fps, when I jumped into action in game.

Have you opened OBS Studio logs directory?
Empty?

I remember a case form another thread with no logs from OBS Studio. I´m trying to find that thread in case there was a solution for this weird behaviour of OBS Studio.

EDIT:

HAve you installed OBS Studio in default directory?
If not, maybe OBS has no permissions to write logs.
Check permissions.

I installed obs studio to c\program files(x86), I checked permissions, still no logs.

Run OBS Studio as Administrator.
Check for logs
If you success, try streaming for a minute at least and post a log of that session,

Analyzing settings in OBS Classic log, try to do this in Studio:

Video Settings:

Canvas 1920x1080 (your monitor resolution) (Setting to 720p will produce worse image quality)
Rescale 1280x720
FPS 30 (you use 60 and this can be the origin of your problems: your i5 may not be able to encode properly your video)
Filter Bicubic or Lanczos


Output Settings:

CBR 2000 - 2500 - 3000 - 3500 No more (try and observe quality)
Preset Veryfast
DO NOT CHECK RESCALE.

The problem here is you don´t have logs.

If you are using last OBS Studio you can export scenes and profiles.
Then uninstall OBS and reinstall again.

With a log we can decide what to change to improve streaming.
