Question / Help Stuttering stream

Hey there guys.
I'm new to streaming and OBS alike. I looked around and found a few setup guides that got me pretty far. I am having issues with the audio and video stuttering and freezing for periods. This is in League of Legends and during larger fights.
I have checked that my upload speed is well within the margin for what it should be. I have tried fiddeling with the quality settings but get about the same result.
Not entirely sure what is the issue this time.

you're bit rate of 7000 is too high for twitch, you really have to lower that to between 3500 and 4500 - i'd also recommend trying CBR and CBR padding instead of setting your quality manually

No, 3500 - 4500 is still too high. The Twitch.TV staff frowns upon anyone consistently going over 3500 Kbps.

http://testmy.net/upload -- Run an upload test to find out your sustained upload speed, be sure to pick a server near the one you've been streaming to, ideally making sure both are near yourself. Then go with a CBR bitrate that falls within your real world bandwidth and does not exceed 3500.

Also, 720p@30 FPS? That seems counter-intuitive. Your PC should easily be capable of doing 720p@60 FPS. Or 1080p@30 FPS.

Well that seems to have sorted out my issue.

Went with a bitrate of 3000 kbps and upped the res to 1080 @ 30 fps. That seems to have done the trick. When watched my own stream on a second monitor as I was streaming it did seem to stutter some. But I went back and watched the actual recording on twitch it is damned near flawless. So it would seem that my system is not too fond of me watching and my own stream as I record it...or som such crap.

Anyway. Thanks for the helpful hand. :)
