Question / Help Stuttering Stream, no lag ingame

Hey guys!
I want to casually stream while gaming and see if I get some viewers but I can't seem to get it working!?
Read multiple forum threads and guides but still the stream seems to buffer every now and then for no reason!
I have 0 dropped frames and the bitrate is in the green. Stream configuration on Twitch dashboard says configuration "Excellent".
Any ideas as to why this is happening?

I've left the stream running on Heroes of the Storm replay for you guys to see what I mean.

Use CBR: [X]
Enable CBR Padding: [X]
Use Custom Buffer Size: [ ]
Max bitrate: 2300

FMS URL: Stockholm, SE (ping avg 3ms)

Resolution: 1920x1080
Resolution Downscale: 1.50 (1280x720)
FPS: 30

Scene buffering time: 700ms
x264 CPU Preset: veryfast
Keyframe Interval: 2
Use CFR: [X]

Speedtest.net

Ping: 2ms
Down: 5200 kB/s
Up: 8200 kB/s
(Sweden Stockholm internet)

PC
Windows 8.1
i7 3820 OC'd @ 4.0 ghz running at 62C stresstest (sits at 15-20% while character select in HotS)
8gb ram
GTX 660ti

For whatever reason it doesn't seem to be lagging as much now.. Could it just be Twitch having issues?
Anyone mind just taking a few seconds to check it out? Just streaming music right now.

Let me clarify, if you are not dropping frames, but your stream still buffers then it's most certainly a twitch issue.
Also remember that unpartnered streams with a low viewercount (<80 or 90) will be served to the viewers from a san francisco server.

Woah really? I had no idea it works like that. :( I guess thats the root of my issue then.. Thanks for the info
