Stuttering playback on 60fps on 2023 M3 Pro Macbook 14"

I am pretty new to OBS. When I record in 60FPS both my display and camera stutters when I watch the final exported recording. When I change to 30FPS the issue is gone. Is the machine not capable enough to record on 60FPS? What could be the issue here?

I found that changing the encoder to AOM AV1 solves the issue. Wasn't Apple VT H264 Hardware Encoder supposed to be better?
