Stuttering/freezing on stream but not OBS (COD Warzone)

Title says it all. Initially (about a week ago), I was able to run the game and stream it without any problems and now I can’t produce any content since it’s always frozen or stuttering. When streaming, it appears that the stream is running smoothly for me on OBS. But that is not the case in Twitch. I’ll take any advice I can get, although I’ve been trying millions of fixes for the past week!

Here is the log: https://obsproject.com/logs/wtmX7olMg1nLyjjP

Code:
23:50:28.281: Video stopped, number of skipped frames due to encoding lag: 129923/151212 (85.9%)

You're severely overloading your CPU with encoding. Your CPU is not really cut out to do 1080p60 encoding while playing games, especially with COD:MW.

Either reduce your resolution to 720p, or change your encoder to Nvenc.

I'll try both and get back to you.

When you say reduce the quality to 720p do you mean lower the video bitrate or the output resolution? Or both?
