Question / Help Stuttering at 60fps

I have low fps on stream ( 35 - 48 fps ) with obs Studio and Streamlabs obs
In-game i have like 250 fps ( Rocket league )
My setup :

CPU > i7-8700K
GPU > RTX 2070
RAM > 32 GB

My Cpu reaches a maximum of 70 Celcius ( Overclocked & Watercooled )
My Gpu reaches a maximum of 60 Celcius
This is while playing the game and recording / streaming at the same time.
I should have no trouble streaming at least 720p 60fps maybe even 1080p 60fps.
My bitrate = 6000 ( Speedtest > 250 mb down 20 mb up )
And all of the other stuff doasnt really matter because i have tried them all and it didn't change a thing with the FPS.
Still the same ( Choppy / Low fps )
Yes the quality changed sometimes when i set the cpu preset higher or lower but that didnt really matter with the fps of the stream.
I don't think its OBS or Streamlabsobs because i have tried them both with the same results.
So i think it might be outside of obs.
Maybe software interfering or whatever is out there in the background.

A log file would be pretty mutch useless when the problem is not within obs.
Do you guys have any ideas what it could be?

Have you tried limiting your in-game framerate, since OBS still needs about 5% GPU headroom?
Maxing out your GPU is bad while streaming, unless you run a dual-PC setup, that isn't an NDI based setup.
