Question / Help Stuttering all of a sudden

I can stream with delay fine, it's just the FTL service that is dropping up to 600% of my frames somehow, and i streamed FTL almost daily 2 months ago. I tried all the suggestions in the sticky post aswell.

I have this problem now too, and it's just after getting a Windows update that I can't restore from (turning off updates from now on)

EDIT: It seems that anything I do above 30FPS will cause stuttering in both video and sound. But if I go to 30FPS it's fine.
