Question / Help Stutter While Streaming CSGO

Outside of Streaming I’m able to run CS at well over 100 frames but the moment I try to stream the game drops to lower that 20 FPS. When changing setting graphics don’t seem to matter. Changing them from ultra to low does nothing.
I️ have a gtx 980, i7-4770k 3.5 ghz, 16gb ram, windows 10
No idea what I’m doing wrong, or what settings to post in regards to obs. Thanks I’m advance!
 
So I️ followed a tutorial and only changed the output encoder to quicksync h.264 and I️ think it worked. Does anyone see a problem this could cause? Or any other changes I should make?
 
What you describe (ingame FPS hit when streaming and less impact with GPU based encoder like quicksync) sounds like CPU bottleneck.
Without a log file, it's just guessing.
