Question / Help Stutter/lag every other second while recording

While I record with OBS using a elgato capture card it works like 70-80 % of the time flawless. The quality is good and its smooth. But under short periods the video starts to stutter/lag like every other second. Sometimes this goes on for a long time and sometimes its just for a short time. I dont know what causes this and i've tried everything I can think of. I am posting a log here and also leaving a link so you can see how the video is for yourself.
