I have the same problem. It started happening few weeks ago I believe. my CPU load is 2% during recording. OBS shows no skipped frames. I'M using the latest version of OBS with the latest windows updates and nvidia drivers.

I have the same problem for me it started just after installing the latest windows 10 update
I was a daily user of OBS up until that point but currently I am unable to record anything of value or reasonable quality

16:35:14.391: [jim-nvenc: 'recording_h264'] settings:
16:35:14.391: rate_control: CBR
16:35:14.391: bitrate: 50000

CBR is for streaming. Use CRF/CQP rate control when recording and choose a quality setting between 14 (high quality) and 23 (lower quality). CBR rate control results in files that are larger, but are not any higher quality.

16:36:27.161: Video stopped, number of skipped frames due to encoding lag: 404/3631 (11.1%)

You're overloading your encoder. Suggest either trying the above, or switching to simple mode and selecting Indistinguishable Quality, Large File Size.

You may also need to turn off lookahead, especially on high motion content.
