Stutter-free preview : What hardware do I need?

It still drops frames after installing AMD driver, but not as bad as other times. Very inconsistent: took about 10 minutes for stuttering to occur, and then it comes and goes. I am going to get with the times and update the main board. I have a feeling it will resolve, and I really don't think it's the RX-580, as it's the GTX 1080 equivalent which is recommended by Soomfon (they don't mention an AMD card).

The stats don't show any fluctuations when the stutter happens, and the CPU is about 2% utilization, and the GPU about 20%.
 
I've just upgraded my system to a B550 Aorus Pro with R5 3600 and 16gb ram, and kept my PSU and RX-580. I certainly see a boost in games and was excited to see if OBS preview screen would be stutter-free with my Sony AX53 camcorder, but no such luck.

Why does no one reply to those with stuttering problems? Are the experts bored of talking about it? Is it normal to have stuttery choppy preview after 10 minutes?

I am still using the Soomfon capture card, and the last time I checked, OBS recorded smooth video, even when the display was choppy. i just want a smooth preview...no streaming and no recording. Xsplit came free with the motherboard, so I installed it and it stutters with that too.

So, it's either the capture card or the RX-580, and I am thinking about ordering an Elgato for "fun" and see if that works, as I really don't feel the need to spend a few more hundred on a better GPU when I can play Doom Eternal with maxed out graphics and smooth 60fps gameplay.

Even if no one knows how to help me, is there anyone who gets a constantly smooth preview and would care to share their system setup? What works?
