Question / Help stutter at 25 fps in OBS

Hello.

When I use frame limit of 25 in OBS, it kind of stutters. In preview and output stream. During my time using linux nginx with ffmpeg and a limit of 25, the output was much smoother. Can I use x264-parameters to limit FPS to 25?

I use a canvas of 1080p30 and downscale it in x264 to 720p. Even the preview is choppy and the stream output. But when I used nginx with ffmpeg and -r 25, the video was quite good.

Am I doing something wrong in OBS? I want to use 25 FPS to invest in better quality in 720p25 stream with 2300KBit bitrate. Mainly for first person shooters like rainbow six siege.
