Stutter and low framerate with OBS (and VLC, Elgato Capture), but not Windows Camera

Hi all,

With an Elgato Cam Link 4k plugged directly in to my system, capturing from a PS4 at 1080p60, I'm finding games unplayable, even with single-digit CPU use reported. I'm not streaming, just previewing. The problem is worse at fullscreen. The weird part is that Windows Camera works great, buttery smooth with no stuttering. I've attached my log:

I just want a clean capture to stream to Discord. I'd just use Windows Camera, but you can't get rid of the border in fullscreen. Any ideas, or just the usual "your system is too weak"?

You main saving some recordings? LIke this? I don't want to stream or save anything with OBS, I just want to watch the live capture / preview.

Your CPU or GPU is too busy, why?

No idea, I'm not running anything else. I just can't figure out why Windows Camera is having no problem whatsoever, even recording and saving 1080p60 captures while previewing, but OBS, VLC, and Elgato Capture are choking.
