Question / Help stuck at 30-35 FPS in OBS

I have been trying to stream to 720p at 60 fps but it will not go over 40 fps no matter what settings I'm using, 720p@40 or 720p@50.

Normally I'm streaming at 1080p@30 fps on Fast preset or 720p@30 fps on Medium preset. It's weird that I'm not able to stream at 720p@60 fps on a very fast preset. It lingers between 35-45 fps or something.

In the OBS it shows that it's streaming at 60 fps with no frames drop or warning, but when I test the fps on twitch.tv using Fraps, it shows me 35-45 fps.

In-game frame rate is extremely high, in excess of 60 and I stream at a 3000/3500 bit-rate.
I searched over the web to see if Twitch bottlenecks/throttles the upload or something, but I couldn't find anything.
And I disabled hardware acceleration to see if it makes a different and it didn't.

My PC specs:
  • CPU: AMD FX-8350 8-Core 4.2Ghz
  • RAM: 8GB DDR3-1600
  • GPU: AMD Radeon HD 7850 2GDR5
  • MOBO: Gigabyte GA-990XA-UD3
  • Upload speed: 30/30 mbps

If OBS shows 60 fps in the status bar, you are encoding at 60 fps. The frame rate in the flash player is often uneven it's often impossible for it to actually display at a smooth full 60 frames per second due to the decoder being inefficient.

If your recorded files are fine and OBS says it's 60, then it's 60. The fact that the Flash player can't play back the stream properly isn't something you or we can do anything about.
