Question / Help Stuck at 20 FPS

First of all, here are my computer specs. i7 2600k @4.4ghz, 4GB GTX 680, 16gb DDR3 Corsair Vengeance 1600mhz, Asrock P67 Extreme 4. My computer is running Windows 8. My upload speed according to testmy.net is 5.0 Mbps. I am constantly stuck at 20 fps output. My settings are as follows.

Encoding: Quality Balance 8, Max bitrate/buffer size: 4000, codec AAC --> Bitrate: 256

Video: Custom Resolution- 1920x1080 -> FPS: 60--> disabled aero at startup

Audio is via my webcam, and I have yet to change those settings.

Advanced: General--> Use mutithreaded Optimizations is checked
x264 Preset is faster, allo 60-120 FPS entry in video setting is checked, and use higher quality resampling is checked, as well as use send buffer at the size of 11680.

My picture is clear but it says 20FPS and 0 dropped frames. I don't know what is wrong and I can't stream at 30-60fps. Any help would be greatly appreciated.

You still have the send buffer option? Sounds like an ancient version of OBS. Please download the newest installer and try again.
Post a log file if it's still a problem. Also, you might want to use veryfast as a preset, because depending on what you are actually streaming you will get in trouble as the slower presets use so much more CPU time.

I thought that I had the most up to date, turns out that I was using an old shortcut. IT is currrently working at 60fps pretty well. Thanks for the quick replies.
