Question / Help Struggling to find the right settings

Hi everyone! I am having a difficult time trying to get my stream up and running smoothly and I am hoping someone can help.

My PC specs are
Processor - i7-4790K
Ram - 16gb
GPU - EVGA GTX 980
Web Cam - Logitech C920
Capture Card - Avermedia Live gamer HD

OBS is on an SSD as well as the games Im trying to play.

So here is my issue. Im trying to stream Black Ops 3 (PC) when I am in game and not streaming I average 120+ FPS. Its perfect game feels smooth and crisp and Cpu usage sits around 25%. When I am in game and streaming but webcam turned off I get 80-100 fps with a cpu usage of 50%-60%. Game still feels good but I my get an occasional cpu usage spike and an fps drop to around 50 for a split second not a big deal I can live with that. When Streaming with webcam on I get 30-40 fps with cpu usage at 85% the problem is the fps drops to 20's and cpu spikes to 90%+ very frequently maybe every 10 seconds or more. This makes the game unplayable for me 120+fps down to 20-40 is a huge difference. I have tried all different resolutions on the webcam with no success. I know I could just do it with out the webcam but Its something I would like on my stream. Anyone with advice would be greatly appreciated.
