If you're getting Twitch buffering, it's because your connection to the video download server isn't good enough to download the video fast enough. Not everyone watching your stream is having the same issues. You can try to alleviate the issue by lowering your bit rate.
Also, sometimes this can happen when you are watching your own stream while streaming due to the contention between download demands and upload demands, so keep that in mind. If the recording is fine, then the stream itself is fine.
